The ASPCA has a hurricane relief fund, and they are also working to rescue animals displaced by the hurricane. They also have a form where you can volunteer your services.

Best Friends Animal Society
This agency has dispatched large numbers of volunteers who are rescuing and caring for the many displaced animals. They have photos and information about the relief efforts.

Donate Advertising Space
Webmasters can donate advertising space to the Red Cross on their Web sites.

FEMA News
The Federal Emergency Management Agency has a good list of volunteer agencies working on the relief efforts.

Houston SPCA
They are housing hundreds of animals evacuated and rescued from the flood areas.

Humane Society
Please don't forget about the animals that have been abandoned or ran away during the hurricane. The Humane Society of the United States is involved in a massive rescue effort to save these guys.
